Among the so many Small and medium enterprises there is no the existence of the information exchange and all the existing information and knowledge is too old. Although there is a big deal of information and knowledge besides the enterprises，it needs to cost much capital-the capital for searching and selecting-for a single enterprise to again new information and knowledge. And it is hard for the enterprises to bear and it can cause the enterprises have no ability to support the market suitable product and service. Especially for those originality enterprises which depend on large quantity of recessive information，knowledge acquire needs the close communication. But the centre-small originality enterprises always do things for their own business and this situation leads the recessive information cannot spread. And though these enterprises have the mode of cluster development，they cannot achieve the inner economic function of the industry cluster and lose the internal vitality of sustainable development and the slow development of the whole industry.
III. The strategies to promote the development of the Small and medium enterprises
From the content we have discussed above we can find out that the major elements which restrict the development of the Small and medium enterprises’ cluster include the lack of the government policy，the setbacks of the management system，the unreasonable market structure，the unreasonable industry organization and the lack of the agents of production such as the information and knowledge. And according to the analysis of these problems the government should assume some strategies from the aspects of the management system and industrial development strategy，the market making-up and enterprises’ cluster to reduce the cost of the exchange among enterprises，to boot the specialization and promote the indirect intervening measures of improving the industrial economic externality，to cultivate the environment and interests mechanism of forming the Small and medium enterprisess’ cluster，and to promote the related the formation of the industrial cluster.
(1) To deepen the reformation of the system，to improve the management system and to promote the Market dominance and diversity of the industrial
To reform the “limited open” market environment of the industrial and remove the barrier of entry within the industrial；to promote the growth of private enterprises and industries in the incremental areas； to reform the supervision of the government from the traditional “people manage” to “market manage”； to reform the supervision to the state-owned institutes from “goods supervision” to “capital supervision”； to promote the strategic reorganization of the state-owned institutes as well as the organic flow of the value modes of the state-owned assets. And in the process we should form “strategic investor” to strengthen the national industrial.
(2) It is one important function for the government to formulate development projects for the Small and medium enterprises’ cluster according to the comparative advantages and character of the local economy. And in the aspect of the industrial cluster developing strategy，the government should put forward the projects which are suitable for the law of the local economic development from the base of comparative advantages. And the emphasis should be put on the aspect of the path of the cluster development which has three aspects：first，the space and physical layout of the industrial. And here，the physical layout is a large scale and all the small and medium enterprises are getting together which is the necessary condition for the formation of the industrial cluster.
(3) On the aspect of the production of the creative project and industrial growth mechanism，we should use the construction of the projects to promote the gathering of the productive elements in order to extend and relate the advantageous products and industries and to form a chain. With the support of the projects’ construction，we should introduce，support and strengthen the leading enterprises to optimize the investment structure and to enforce the “multiplier effect” of the industrial investment. And in the aspect of the promoting the industrial growth mechanism we should base ourselves upon the local culture and current industrial strength to introduce and absorb the advanced mode and experience of foreign counties and with the help of the government investment and preferential policy，we can attract the social funds to invest. And by accumulating the production elements from the famous industrial projects，we can promote the formation of the industrial cluster under the leadership of the leading industries.
(4) To promote and guide the division of labor based on the specialization in the industrial cluster to avoid the operating mode of “small and complete” and “big and complete”. The division of labor based on the specialization under the market mechanism is the basic power of the formation for any industrial cluster. And in the aspect of the industrial cluster constitution，we must optimize the industrial organizational structure to avoid the existence of the “small and complete” and “big and complete” mode. To form the real industrial cluster on the base of promoting the complete production network between the large-scale enterprises and the center-small enterprises.
